I mean, it's not like randomly replacing the game ball was ever legal before anyway. One new thing the clause does though is prevent using an extra ball to fool the runners while a teammate gets the REAL ball and actually makes the play.
In reality he threw the ball 15 yards but because his high school is 200 strong and they play in the lowest class - it really felt like he heaved it. He loves telling everyone about the glory days too - 45 years strong in his hometown. He ain't leavin' boys. The world is too big and scary.
