There was an entire documentary done on this, turns out she wasn't taking her medication and believed something was after her and the only safe place she could find to hide was inside the water tank. By the time she was in there when she tried to get out the water level was too low for her to leave but not low enough for her to stand. Crime Scene: The Vanishing at the Cecil Hotel on netflix.
