Seems like a little bit of everything. But to be fair certain Canada teams have had terrible and dysfunctional management in recent years.

I recall around 12 years ago, when Florida was absolutely terrible they were offering season tickets for $450. Came with free parking, a free base jersey and a free pop+ hot dog at every game. They couldn't draw flies.
